  • Passenger rights advocate files complaint against new low-cost airline Swoop over baggage fees

BRETT BUNDALE | THE CANADIAN PRESS | 21 September 2018

    Swoop
    AppleMark

An air passenger rights advocate has filed a regulatory complaint against Swoop Inc. claiming the new low-cost airline is unlawfully charging baggage fees.

In a complaint to the Canadian Transportation Agency, Gabor Lukacs says the commercial carrier is flouting Canadian law by failing to offer passengers a basic fare that includes a carry-on and a checked bag.

The Canada Transportation Act requires domestic airlines to offer a basic fare for travel within the country that has no restrictions with “reasonable baggage.”

Karen McIsaac, a spokeswoman for the Calgary-based airline, says Swoop provides travellers with “à la carte service” where they pay a low base fare and add on features such as a checked bag for a fee.

She says the airline has specifically designed the self-booking website and mobile app to be extremely clear around what is provided in the fare and what the optional fees and added features entail.

But Lukacs, the Halifax-based founder of the independent non-profit organization Air Passenger Rights, calls the airline’s approach “deceptive.”

“I find it deceptive to tell people, ‘We have very cheap tickets but by the way if you want to have a carry on it’s $80 plus tax,“’ he said.

According to the airline’s website, carry-on luggage is about $35 if paid in advance, $50 if paid at the time of check-in at the airport and $80 at the gate.

Swoop was announced by WestJet last September and offers service to Hamilton, Halifax, Edmonton, Abbotsford and Winnipeg, as well as some U.S. destinations.

McIsaac says Swoop is catering to a demand for more travel options.

“We are confident that Canadians are appreciative of the ability to be in control of what they pay for and what they don’t, as our aircraft have been more than 90 per cent full since day one of operations,” she says in an e-mail.

While Lukacs says he supports airlines offering different options to passengers, he says one of those options must be a basic fare that includes baggage.

“If you look at Air Canada, for example, they have a number of different fare classes and that’s perfectly fair game,” he says.

“There is no law that says you have to always offer baggage with every fare but rather you have to have one fare which is unrestricted and includes transportation for an adult with reasonable baggage.”

  • Montego Bay, Jamaica is Swoop’s newest destination

Logo_Swoop_4CNew service to Montego Bay from Hamilton begins December 16, 2018.

CALGARY, AB – September 12, 2018 /CNW/ – Today Swoop announced Montego Bay, Jamaica as its first Caribbean sun-destination. Twice weekly service from John C. Munro Hamilton International Airport (YHM) to Sangster International Airport (MBJ) begins December 16, 2018 through to April 24, 2019.

“…ideal for connecting friends, family and loved ones…”

“The addition of Montego Bay to our network is another important milestone,” said Steven Greenway, President of Swoop. “Many Canadians of Jamaican origin live in the Toronto area, which makes this new route ideal for connecting friends, family and loved ones, as does the vacation appeal of replacing ten feet of snow with ten miles of white sand beaches this winter.”

“We are very excited to see Swoop continue to grow and expand its route offerings,” said Cathie Puckering, President & CEO, John C. Munro Hamilton International Airport. “Swoop began operation in June with domestic service, before adding U.S. destinations beginning this fall and further adding Caribbean service which will begin in December. We are proud to partner with Swoop and look forward to bringing our customers more services and destination offerings.”

“MBJ welcomes Swoop from Hamilton, Canada,” said Rafael Echevarne, CEO of MBJ Airports Limited. “We congratulate Swoop in the commencement of this service to Montego Bay which will provide passengers in Hamilton and the surrounding area a great additional option to visit Montego Bay and Jamaica. We look forward to this service and the additional passengers from this service. Welcome to Montego Bay and Jamaica.”

Swoop is the first Canadian ultra-low-cost carrier to provide sun-service from Canada to the U.S. and Caribbean, with the addition of Montego Bay complementing the five U.S destinations that were announced with the winter schedule release on August 2, 2018.

  • Low-cost carriers Swoop, Flair duke it out in Edmonton

Wednesday, August 29, 2018 – Posted by Travelweek Group

EDMONTON — Low-cost carrier Flair Airlines says it’s working with Edmonton to establish its position as the city’s ‘hometown airline’, just as Swoop announces new service ex Edmonton, its western base.

About 75% of Flair’s flights go through Edmonton International Airport (EIA), says Flair’s Airlines Executive Chairman David Tait.

Tait says Flair’s summer load factors have “surpassed projections”, with loads in excess of 90%.

“It’s been a delightfully busy summer for us,” he adds. “Since mid June – when we more than doubled our capacity and expanded our network to 10 cities from Victoria to Halifax – our fleet of seven aircraft has carried more than a quarter million passengers and we’re currently enjoying load factors in excess of 90%.”

In the coming months Flair will continue to relocate staff to its new HQ building at EIA, as well as hire for new positions.

“Going forward, our robust fleet expansion plan should see up to 20 newer, more fuel efficient and longer-range aircraft by the end of 2020. The first additions will start arriving in early 2019 as our current aircraft are rapidly phased out.”

Airports served by Flair report an increase in new and first-time travellers, he added.

From 10 coast-to-coast gateways, Flair currently operates some 200 weekly domestic flights.

Meanwhile LCC competitor Swoop has added a new domestic route to its winter schedule: direct service four times weekly between Edmonton and Winnipeg.

Service begins October 11, 2018 and runs through to April 27, 2019 on Mondays, Thursdays, Fridays and Sundays.

“This is a welcome addition to our western base of Edmonton,” says Swoop President Steven Greenway. “We are witnessing a positive response to our ultra-low-cost model in both Edmonton and Winnipeg. Connecting these two cities is a natural progression of our network strategy as we continue to stimulate more travel, more often for our savvy travellers.”

Flights are now available for booking through to April 27, 2019.

  • Air Canada prepares rouge subsidiary for ULCC competition

    From Air Transport World – 9 August 2018 –

Rouge-Boeing-767-300-Coastal-5As the Canadian ULCC market heats up, Air Canada said it is prepared to leverage the significant flexibility of its rouge subsidiary to ward off competition, from adding flights in major domestic markets to re-configuring aircraft to match rivals’ all-economy offerings.

“We have been preparing to ensure that we have all the tools necessary to offset [low-cost competition] and ensure that we are not negatively impacted,” Air Canada passenger airlines president Ben Smith said.

Set up five years ago as a leisure-destination operation, rouge’s network is heavily transborder and international, with only a handful of year-round and seasonal routes within Canada. None of them link any of the country’s six largest metropolitan areas—Toronto, Montreal, Vancouver, Calgary, Ottawa and Edmonton—part of the carrier’s strategy to preserve mainline margins.

Calgary-based WestJet and its ULCC subsidiary Swoop are following a similar network strategy, but unlike rouge’s two-class aircraft, Swoop operates 189-seat all-economy Boeing 737-800s.

Fast-growing ULCC Flair Airlines is taking the strategy a step further, operating single-class, 158-seat 737-400s on popular domestic routes such as Toronto-Calgary and Vancouver-Calgary. The Edmonton-based carrier’s recent announcement to move its Hamilton services to Toronto will make it even more prominent, and it plans to follow rouge and Swoop into transborder services.

While Montreal-based Air Canada set up rouge as a hybrid low-cost leisure carrier, the company has flexibility to transform its subsidiary to meet market needs, thanks in part to a 2017 amendment to its pilot agreement. The deal lifted Rouge’s fleet-size cap of 50—25 widebodies and 25 narrowbodies—by permitting more narrowbodies based on Air Canada’s mainline operation and permits rouge aircraft to replace regional feeder flying.

Air Canada is already taking advantage of the narrowbody cap’s removal. Its 53-aircraft fleet includes 22 Airbus A319s and six A321s, and it plans to add three A320s next year. It also is evaluating its rouge deployment strategy in light of shifting market dynamics.

“We have not deployed one of our options, which is rouge on any of the major markets. We can do that,” Smith said. “We can also modify the rouge model …. We can densify the rouge aircraft to bring down the CASM. So, a lot of flexibility.”

Usage of the A320s will be determined by the best opportunities. While the strategy could change, Smith said three options are being considered: adding domestic capacity, flying attractive “southern” routes to Florida, Mexico, and the Caribbean, or replacing regional-feeder flying.

“We’re quite pleased with the position we’re in,” he said.

  • Flair Airlines leaves Hamilton for Toronto in New Domestic Schedule

Flair AirlinesEDMONTON, Aug. 3, 2018 /CNW/ – Flair, Canada’s low-fare airline, today announced its domestic service for October 28 to April 2019. The schedule release is the precursor to Flair’s southbound, winter flying which will be announced early next week. New direct routes include, daily service from Toronto to Winnipeg, with connections to Calgary and Vancouver; this is an addition to the current daily service from Toronto to Edmonton which connects to Kelowna and Vancouver. Calgary will also have new direct, daily service to Abbotsford.

Victoria and Halifax remain seasonal routes and, as planned, services there will conclude on October 27, 2018, with an expected return in the Spring of 2019. After extensive analysis, Flair will withdraw service from Hamilton International Airport.

David Tait, Flair’s Executive Chairman stated, “The decision to move all of our Southern Ontario operations to Toronto was a difficult one for us. We have greatly enjoyed partnering with Hamilton airport and anticipate a return. Flair has grown the market by single-handedly adding capacity, more destinations and bringing ultra-low fares to the region. We now look forward to serving our loyal passengers from the Greater Toronto area from Pearson International Airport.”

Flair will conclude service from Hamilton on October 27, 2018. Flights are now open for reservations on all domestic routes through the fall and winter.

From Ross Marowits, The Canadian Press

Even though Pearson costs are higher, Flair’s yields and passenger load factors were higher for its flights to Edmonton and consistently outperformed flights from Hamilton, she said.

Routes to Winnipeg and Edmonton will be transferred to Toronto while seasonal flights between Halifax and Toronto are slated to start next spring.

Flair will next week announce its first service to the United States with flights to six destinations starting in December. It is also finalizing a change in aircraft type.

The airline had the John C. Munro airport in Hamilton to itself as an ultra low cost carrier until WestJet’s Swoop subsidiary set up its eastern Canadian base of operations in June.

Asked if there is room for two ultra low cost competitors in Hamilton, Rempel said Flair isn’t sticking around to find out.

WestJet declined to comment on Flair’s move but spokeswoman Lauren Stewart said its success over the years demonstrates that the Hamilton community loves the combination of low fares and the guest experience.

“We are now providing the community with more options with the creation of Swoop which positions us to compete against other ULCCs and serve our markets appropriately, ensuring the continued growth and expansion of WestJet into a global airline,” she said.

The Hamilton airport said it was disappointed by Flair’s decision to withdraw, but says it is well-suited for low-cost carriers because its low fees allow the airlines to pass along savings to customers.

“I think Canadians are looking for those options and Hamilton is geographically very well-positioned to host carriers like Swoop,” said Dina Carlucci, the airport’s director of marketing and communications.

Despite Flair’s claims about the Hamilton market, Carlucci said the secondary airport is an hour’s drive from Pearson and within reach to nine million people within a two hour driving radius.

In addition to Swoop, Norwegian Airlines plans to launch service next spring to Dublin.

Transat and Sunwing are considering expanding their seasonal service and Air Canada is preparing to increase the frequency of its daily service to Montreal to three flight a day, she said.

“It is disappointing that Flair is stepping away but there’s equally a lot of interest and I’m not even naming the other carriers we’re in talks with now that I’m not privy to disclose.”
