As part of Winnipeg Airports Authority’s commitment to providing critical infrastructure to help meet the needs of our community, a significant construction project will be undertaken to upgrade one of the runways at Winnipeg Richardson International Airport.
Runway 18/36 will undergo extensive pavement repairs, electrical upgrades, and drainage restoration. Airfield infrastructure acts as major roads for aircraft, and just like roads you drive on, they deteriorate over time. In addition to being held to higher standards, runways also endure more extensive cleaning during the winter months. This type of regular preventative maintenance project is required every 10-15 years to maintain the integrity of a runway so the airport can continue to enable the safe and seamless movement of people and goods.

Why is this work being done?
With an average of 275 aircraft landing and taking off each day, the runways at Winnipeg Richardson International Airport are busy! Regular inspections of Runway 18/36 have indicated normal pavement wear that requires rehabilitation. The last time Runway 18/36 underwent this type of upgrade was in 2014.
What work is currently underway?
Construction began in April and is expected to be completed by the fall. To help minimize its impact, the project is being staggered over multiple phases, with some lead-up work completed in 2023. Sections of both runways at YWG will be available for aircraft use throughout the project, however, at times, Runway 18/36 will need to be closed entirely to accommodate construction.

At nearly 3.4 kilometres long, Runway 18/36 at YWG is among the largest across Canada used for commercial aviation. To compare, that’s roughly the same length of Portage Avenue from Downtown Winnipeg to Polo Park.
Operating 24 hours a day, seven days a week, and 365 days a year, Winnipeg Richardson International Airport has two runways along with 13 taxiways and 12 aprons, totalling 1.3 million square metres of pavement across the airfield.

Once the project is complete, the frequency of overhead aircraft will reduce for those neighbourhoods that saw an increase, while areas typically under a flight path will see a return to pre-construction traffic.
How does the airport reduce noise disturbances?
While some noise is unavoidable at Winnipeg Richardson International Airport, WAA has a program in place to reduce noise disturbances.
The Aeronautical Noise Management Program is overseen by the federal Minister of Transport and sets noise certification requirements for all aircraft in consultation with the international community.
WAA will continue implementing noise abatement procedures for departure and arrival altitudes, nighttime operating restrictions, and more to reduce impacts. However, if you experience any extraordinary noise disturbances, please call the 24-Hour Noise Line at 204-987-9403.
Project facts
Throughout construction, 44,480 tonnes of new asphalt will be poured, more than the combined weight of 500 Boeing 737 planes.
Crews will replace 142 kilometres of electrical cable that power various lights on and around the runway, enough to stretch from YWG to Morris and back again.
1,106 new LED lights will be installed, helping YWG further reduce its environmental footprint.

For James, an avid traveller, it’s an opportunity to share his enthusiasm for aviation with the community and carry on the legacy of his father, who volunteered for ten years before him. It allowed Carolyn to explore an industry she was always interested in but never had a chance to pursue earlier in life. Others love the social aspect of volunteering and getting to know the friendly faces within the airport. A big draw for students is gaining valuable credit hours and getting a foot in the door of the aviation industry. However, the common thread between all our volunteers is a love for connecting with people and being part of the heartfelt airport moments. From joyous reunions and tearful goodbyes to welcoming Ukrainian refugees to their new home, which Linda counts as the most memorable moment of her experience yet, the Goldwings are a beacon of compassion and support. Winnipeg Airports Authority capped off a memorable year with a passenger milestone not seen at Winnipeg Richardson International Airport since 2019.
A total of 4,094,793 people travelled through YWG in 2023, marking the first time since the start of the COVID-19 pandemic that the airport welcomed more than four million passengers in a single year. It also represents an increase of roughly one million travellers compared to the year-end passenger count registered in 2022 and brings the airport within 91.3% of its pre-pandemic numbers.
“Looking back at our journey over the past twelve months and all that our dedicated team members were able to achieve alongside our esteemed partners, there is so much to be proud of,” said Nick Hays, President and CEO of WAA. “From new routes to new airlines to more options for travellers, 2023 was truly an exciting year as it all equates to a more connected community, making Manitoba an even better place to call home.”
Helping to propel the airport to a strong finish to the year was a fourth quarter which saw 957,081 passengers, many of whom took off during the festive season to connect with loved ones.
The holidays are also one of the busiest times of year for the YWG’s thriving cargo sector. Gross takeoff weight, a key metric in measuring air freight performance, was up 0.8% over the past three months compared to the previous year’s fourth quarter. To help support the growing demand for air cargo and deliver the infrastructure the community needs to succeed, WAA will break ground in 2024 on a new, state-of-the-art Multi-Tenant Air Cargo Logistics Facility. The project is backed by Transport Canada with a $49 million investment through the National Trade Corridors Fund, including additional funding announced this past December.
WAA’s preliminary financials for the fourth quarter show that consolidated revenue climbed 11.1% from the same period in 2022 to $40.5 million. Net income also increased, rising by $21.7 million year-over-year.
“We’re thrilled to see how far we’ve come regarding our continued recovery,” said Hays. “But, at the same time, we know we still have some way to go until we return to the solid financial position our organization previously enjoyed, as we had to take on additional borrowing during the pandemic to ensure we could continue to operate the airport – a critical piece of infrastructure for the community.”
As part of its commitment to remove barriers to create a more accessible, inclusive and welcoming airport environment, WAA introduced new sensory support kits during the fourth quarter of 2023. The kits are available to travellers for free at the airport’s Information Booth and are filled with items that can be comforting to neurodivergent individuals.
Other highlights from the past three months include WAA’s newest airline partner, Porter, announcing it will launch non-stop service between Winnipeg and Ottawa in spring 2024 and the airport unveiling a new YWG sign in the Arrivals Hall to help greet travellers to the community.

Air Canada becomes the first Canadian airline to offer service to Tulum*, with flights from Toronto and Montreal to the newest airport in Mexico’s Yucatan peninsula, and to Charleston, SC from Toronto. TORONTO, Dec. 6, 2023 /CNW/ – Porter Airlines is launching non-stop service between Ottawa International Airport (YOW) and Winnipeg Richardson International Airport (YWG). Flights between the two cities commence on May 16, 2024, with one daily roundtrip flight.
The introduction of this route reinforces Porter’s commitment to Canada’s Capital Region, offering travellers seamless connectivity between Manitoba and Porter’s extensive network out of Ottawa.

Passenger volumes at Winnipeg Richardson International Airport were almost back to pre-pandemic levels over the quarter, propelled by strong summer traffic. Over the past three months, YWG welcomed 1.2 million passengers, bringing it within 99 percent of traffic levels compared to the same period in 2019. August was a particularly strong month, surpassing the traffic levels registered during the same month in 2019. The airport experienced its busiest day on record, with 15,400 people passing through on August 14th.
“The last three months have been really encouraging,” said WAA President and CEO Nick Hays. “We not only experienced a significant milestone with the busiest day on record, but we also celebrated the launch of a non-stop route to Atlanta and a new partnership with Porter Airlines. Connecting communities is at our core and we’re continually working with our partners to bring more choice and convenience to Manitobans.”
Seasonal service to popular summer travel destinations kept the airport bustling, and passengers enjoyed non-stop service to Atlanta for the first time, thanks to our long-time partners at WestJet. This new route provides our community with a direct link to one of the world’s most connected airports, unlocking numerous opportunities for business or leisure travel for Manitobans. Porter, WAA’s newest airline partner, began service to Toronto at the beginning of September and was welcomed at the gate with a water cannon salute for its inaugural flight. Porter offers travellers an elevated economy experience that will provide even more choice and greater connectivity for the community.
Cargo traffic was also steady during the quarter. Although the industry trend for gross takeoff weight, a key metric in measuring air freight performance, was down more than 7 percent globally in the third quarter, cargo operations at the airport outperformed the industry, seeing only a slight 0.9 percent dip.
Even though these quarterly results move WAA forward on its pandemic recovery, the organization forecasts it will take several more years to restore the solid financial position it previously enjoyed. Revenue was $45.3 million, up 18 percent compared to Q3 last year. Net Income rose compared to the same period in 2022, increasing from $4.4 million to $8.1 million.
Propelled by the incredible community response to the new 100-foot mural on the Departures level of the terminal painted by local artist Kal Barteski, WAA commissioned her to create a second mural post-security as part of an ongoing effort to make the airport a welcoming place for all. Travellers can also look forward to the return of Stella’s Café and Bakery in early 2024, which was announced in early September. The revamped space will feature a restaurant, a lounge, and a bakery with grab-and-go options.
A few more highlights from the third quarter include another “Popcorn & Pride” session facilitated by Rainbow Resource Centre to educate WAA employees about the lived experience of 2SLGBTQI+ people. Team members also came together for the 27th year to pull vegetables from the Harvest Garden to support Harvest Manitoba. To cap it off, YWG was honoured to welcome Teekca’s Boutique, a local Indigenous retailer, into the terminal to recognize National Day for Truth and Reconciliation.
Airline celebrates winter extension along with the inauguration of service between Winnipeg and Atlanta
WINNIPEG, MB, Sept. 6, 2023 /CNW/ – WestJet today announced a highly anticipated addition to its previously announced winter schedule, with an extension of direct service between Winnipeg and Ottawa. Previously set to temporarily pause on October 29, 2023, WestJet will be the exclusive carrier providing essential service on the popular route, offering four weekly connections between Manitoba and Canada’s capital cities. WestJet’s service between Ottawa and Winnipeg will resume December 18, 2023, and operate throughout the duration of its winter schedule.

WestJet sees service between Winnipeg and Atlanta take off
The announcement of extended service comes amidst WestJet’s inauguration of service between Winnipeg and Atlanta.
With the departure of WS1360 at 9:00 a.m., WestJet today also celebrated the launch of its service between Atlanta and Winnipeg. With the addition of Atlanta to Winnipeg’s network, Manitoba’s capital expands its list of direct transborder connections, with nonstop service to six destinations in the United States, as a result of WestJet’s investments in the city.
