OTTAWA, ON, Nov. 4, 2025 /CNW/ – The Canadian Airports Council (CAC) welcomes today’s federal budget and its focus on trade diversification, infrastructure, and economic growth. Canada’s airports are critical national assets that connect people and goods, supporting trade, tourism, and regional development across the country.
“Airports are at the heart of Canada’s growth story,” said Monette Pasher, President of the Canadian Airports Council. “We are pleased to see the federal government’s recognition of airports’ role in trade diversification and economic resilience. Investments in trade and infrastructure will help strengthen our competitiveness and create opportunities across every region of the country.” 5 billion through the Trade Diversification Corridors Fund (NTCF), which will enable airports to strengthen new trade flows and economic growth.
In the early 1990s, Canada’s airports were privatized to local control, divested from direct federal operation and placed under the management of local airport authorities as non-share capital corporations. This model has allowed airports to operate as a business and reinvest billions into infrastructure, positioning them as key trade and transportation hubs. CAC is interested to learn more on government’s intent to consider options for airport privatization. “There are many ways to work with pension funds and equity partners, and any options government considers must have affordability for Canadians as the top priority,” noted Pasher.
While travel demand has largely returned to pre-pandemic levels at major hubs, many regional and northern airports have not fully recovered, leaving communities and businesses vulnerable to reduced air service. These airports are vital for regional connectivity, medical access, and safe transportation in remote regions, reinforcing Canada’s presence and sovereignty in the North.
CAC applauds the federal government’s increased support of $55 million for the Airports Capital Assistance Program (ACAP), the only dedicated federal funding source for essential infrastructure at small and regional airports. With ACAP funding largely unchanged for 25 years, this boost is critical to ensure safety, reliability, and long-term sustainability at regional airports.
The government’s increased funding to advance technology, automation, and modernize processes under Transport Canada will improve the travel experience, enhance efficiency, and support growing passenger volumes. Canada’s airports look forward to working with government and industry partners to implement.
Airports have been working with government to move forward on a 50-year ground lease extension, ensuring long-term investment stability in airport campuses. Implementing these changes in the first quarter of 2026 will provide investors with the certainty required to proceed with shovel ready capital projects, delivering lasting benefits for both airports and the communities they serve.

OTTAWA, ON, June 17, 2025 /CNW/ – The Canadian Airports Council (CAC) has released the findings of a new economic impact study showing the significant contribution of Canada’s airports to the national economy. The study highlights that 61 airports across the country supported 435,800 full-time jobs, paid $32.9 billion in annual wages, contributed $49.6 billion to GDP and generated a total economic output of $123.5 billion in 2024.
“At a time of global uncertainty and economic change, this report reaffirms what our members and communities have long understood: Airports are not only essential transportation hubs but also powerful economic engines,” said Monette Pasher, President of the CAC. “They are essential to ensuring that Canada remains connected, competitive and ready to meet the challenges of a shifting global environment.”
The study, developed using an updated economic model based on Statistics Canada data and more than 30 airport economic reports, mirrors a similar CAC study from 2016, offering a direct comparison of industry growth over time. Key national-level findings include:
Total employment supported by airport activity increased 22.8% from 2016.
Total annual wages rose by 49.5%, to $32.9 billion.
Total GDP linked to airports reached $49.6 billion.
Annual economic output grew 56.3% over 2016 levels.
“This growth is a testament to the resilience of the aviation sector and its vital role in connecting Canadians, supporting local businesses and enabling trade,” added Pasher. “As we look ahead, continued investment in airport infrastructure and policies that support sustainable growth are essential.”
While the pandemic brought disruption to the aviation industry, the latest data shows that Canada’s airports have staged a strong recovery. Passenger levels are once again approaching pre-pandemic highs and the movement of goods by air has grown substantially, reflecting renewed confidence in global trade and travel.
The study also emphasizes the interconnected nature of airport-driven economic activity, where jobs at airports help sustain a wider ecosystem of employment in sectors such as tourism, logistics and manufacturing.
“This study gives policymakers a clear view of the outsized economic impact airports deliver every day,” Pasher concluded. “With the right support, airports can do even more to drive job creation, trade, tourism and long-term prosperity.”
While large Canadian airports have rebounded strongly since the COVID-19 pandemic, some face development pressure that could imperil needed growth. Meanwhile, many smaller regional and remote airports continue to face reduced flight frequencies and weakened connectivity. This decline carries real economic consequences. Regional air service is often a community’s only link to essential services, trade routes and economic opportunity. According to the report, a single regional flight can support up to 210 jobs and generate $41.2 million in economic output. Ensuring reliable air service to these areas is critical to safeguarding local economies and making the benefits of aviation accessible to all Canadians.

“Canadian Airports Council (CAC) welcomes today’s announcement from the Government of Canada that all pandemic safety measures, including mandatory masking, will be lifted for air travel on October 1st. The aviation industry was hard-hit over the course of the COVID-19 pandemic and has been forced to operate under a complicated and constantly shifting series of restrictions and regulations for over two years.
We are very pleased that our members and industry partners will soon be back to normal operations and can focus on providing safe and reliable air travel experiences to Canadians and those wising to visit our country. This decision will also help our industry get back on track to becoming a globally competitive one, which will improve our tourism and travel industry overall.”
WASHINGTON and OTTAWA – Airports Council International – North America (ACI-NA), the trade association representing commercial airports in the United States and Canada, today announced the appointment of Monette Pasher as the permanent president of the Canadian Airports Council (CAC), the Canadian division of ACI-NA. She begins her new role at the CAC on August 1, 2022. Pasher was named interim president on January 24, 2022, while the CAC conducted a nationwide search for a permanent leader.

Pasher has 20 years of executive leadership experience and possesses extensive knowledge of Canada’s airports and political landscape. She brings a wealth of experience in government and media relations, strategic planning, aviation, and tourism marketing to this position.

Its 58 members represent more than 100 airports, including all of the privately operated National Airports System (NAS) airports and many municipal airports across Canada.
