OTTAWA, ON, July 29, 2024 /CNW/ – NAV CANADA today announced the retirement of Raymond G. Bohn as President and Chief Executive Officer of the company effective October 31st, 2024.
Raymond Bohn has held the position since February 2021 and led the company through a period of considerable challenge. He served NAV CANADA for over 24 years, having delivered transformational changes in various leadership positions throughout the company.
“I want to thank Ray for his innumerable contributions to NAV CANADA over the years, especially in managing the many issues that arose during the pandemic and its aftermath”, said Board Chair Michelle Savoy. “He has positioned the company well for future success.”
The Board of Directors will oversee a comprehensive search process to identify Bohn’s successor. Bohn will continue in his role and support the Board in this transition until his retirement date.

OTTAWA, ON, July 12, 2024 /CNW/ – NAV CANADA today released its financial results for the three and nine months ended May 31, 2024.
In the third quarter of fiscal 2024, the Company saw air traffic levels, as measured in weighted charging units(1), increase by 5.6% on a year over year basis. The Company’s revenue for the third quarter of fiscal 2024 was $433 million, compared to $436 million over the same period in fiscal 2023.
The Company had positive free cash flow(2) of $17 million in the third quarter of fiscal 2024 as compared to positive free cash flow of $32 million in the same period in fiscal 2023. The decrease in free cash flow is driven by higher capital expenditures, partially offset by higher operating cash inflows as compared to the third quarter of fiscal 2023. The Company ended the quarter with a cash balance of $571 million.

Operating expenses for the third quarter of fiscal 2024 were $418 million as compared to $386 million over the same period in fiscal 2023, primarily due to higher compensation costs driven by an increase in both wage and staffing levels.
Net other income and expenses for the third quarter of fiscal 2024 were a net expense of $19 million as compared to $24 million over the same period in fiscal 2023, as a result of lower net interest expense.
The Company had a net loss (before net movement in regulatory deferral accounts including rate stabilization) of $5 million in the third quarter of fiscal 2024 as compared to net income of $26 million for the third quarter of fiscal 2023.
The Company is subject to legislation that regulates its approach to setting charges. The timing of the recovery of certain revenue and expenses through customer service charges is managed through movements in regulatory deferral accounts. The net movement in regulatory deferral accounts for the third quarter of fiscal 2024 was an expense of $27 million as compared to an expense of $39 million over the same period in fiscal 2023. This change in regulatory deferrals is primarily due to a decrease in favourable rate stabilization adjustments of $9 million and a $3 million net increase in adjustments required to align the accounting recognition of certain transactions to the periods in which they will be considered for rate setting. As at May 31, 2024, the rate stabilization account had a balance of $220 million to be recovered from customers through future customer service charges.

The DAATS program, is a key component of NAV CANADA’s strategic direction that will drive long-term resiliency and sustainability for the services it provides to customers at airports. In place of a traditional out-the-window view, digital facilities state-of-the-art high-resolution optical sensors, external microphones, and other sensors will be used to capture what is happening at an airport to provide critical information and situational awareness to air traffic service employees.

OTTAWA, ON, May 16, 2024 /CNW/ – Today marked the coming into force of the Canadian Automatic Dependent Surveillance-Broadcast (ADS-B) Out Performance Requirements Mandate for aircraft flying in Canadian domestic Class B airspace.
NAV CANADA first began to leverage this revolutionary satellite-based technology in Canadian Class A domestic airspace in 2019, following which Canada implemented an ADS-B mandate in this airspace in August 2023.
“Expanding the implementation of the ADS-B mandate to include both Class A and Class B airspace represents another important milestone in our phased approach to fully leveraging the benefits of greater surveillance coverage,” says Jeff Dawson, Assistant Vice President, Operational Support.
Through the expansion of the Canadian mandate to Class B, NAV CANADA is able to further improve safety and efficiency in the air navigation system, while laying the groundwork for Trajectory-Based Operations (TBO). The information provided by ADS-B equipment improves NAV CANADA’s ability to support search and rescue operations and allows air traffic controllers to assist aircraft operators with more economical and environmentally conscious routing. NAV CANADA uses an Iridium network of 66 satellites carrying Aireon’s ADS-B receivers to obtain the precise position and altitude of aircraft equipped with the necessary transponder.
“The ADS-B mandate is a crucial step in the direction of Trajectory-Based Operations (TBO),.It will enable a future where air traffic management will be based on a pre-planned, four-dimensional flight path seen in its whole, and allowing aircraft operators to fly shorter, more predictable routes, while using less fuel,” adds Dawson.
The implementation of any subsequent Canadian ADS-B mandate in Class C, Class D or Class E airspace will occur no sooner than 2028, pending further assessment and engagement with stakeholders.

OTTAWA, ON, May 15, 2024 /CNW/ – NAV CANADA today launched the Aviation Meteorology Reference; a new, first-of-its-kind and definitive guide on meteorology and aviation operations.
In response to the dynamic challenges posed by weather in the aviation industry, NAV CANADA, in collaboration with experts from across the aviation industry, developed the new reference as an educational tool that will complement existing weather training and course curriculums in support of enhanced situational awareness and safety during any planned flight. A significant number of users, from flight schools to airport authorities and commercial airlines, have already planned to build the Aviation Meteorology Reference into their training.
The Aviation Meteorology Reference is the first of its kind in the world to merge both operational and meteorological aviation information in one place. Accessible to both members of the aviation community and the public, this new tool will provide weather fundamentals, historical weather examples, and aviation perspectives from members across the industry to illustrate how weather systems can impact and influence aviation operations. Overall, it will support safety, efficiency, and collaboration within the aviation community by providing an increased and common understanding of weather phenomena.
“In developing the Aviation Meteorology Reference, the Weather Application Team at NAV CANADA is solidifying our commitment to advancing knowledge and fostering a safer future for the industry,” said Sophie Splawinski, NAV CANADA’s Manager of Network Aviation Weather and project lead.
The Aviation Meteorology Reference content comes directly from experts such as flight service specialists, air traffic controllers, meteorologists from the Meteorological Service of Canada (MSC), operations duty managers, commercial flight dispatchers, commercial pilots, general aviation pilots, certified flight instructors, airport authorities and NAV CANADA’s National Traffic Management Unit (NTMU).
“We explain the science behind the weather, tie it back to historical events through the use of past forecast products, what was actually observed, and discuss potential impacts on everything from a single-engine Cessna to a wide-body commercial airliner and beyond,” adds Splawinski. “Providing a common understanding of weather and how it can affect us all differently will increase safety, both on the ground and in the air, and elevate our ability to work together more efficiently.”
The Aviation Meteorology Reference is a free bilingual resource which allows users to access meteorological explanations curated for the aviation industry and each weather term will tie back to resultant impacts experienced by various operational users. The Aviation Meteorology Reference serves a dual purpose as a comprehensive reference guide for both weather and aviation-related information.

The event took place at the new construction site, located near the Airside Operations Centre, with representatives from NAV CANADA, the Airport Authority, as well as from municipal government and industry, following the fall 2022 announcement for the construction of the new Tower.

Designed in collaboration with the Victoria Airport Authority, NAV CANADA’s first LEED (Leadership in Energy and Environmental Design) certified Tower will be powered by green power from BC Hydro to operate with zero GHG emissions, aside from its emergency power generator.
The focus on sustainability doesn’t end with the building itself. NAV CANADA is taking a step further by incorporating indigenous bushes, natural grasses, and wildflowers to restore Garry Oak Meadow in the tower’s landscaping, which is one of the most endangered ecosystems in Canada. To minimize the attraction of birds for aviation safety reasons, only plants that do not yield fruits or berries have been selected as part of the landscaping project. The control tower property will also feature permeable pavers in the parking area, which allow water to soak through them to minimize ground water run-off and reduce the risk of flooding.

The Construction of the new Victoria Tower begins in spring 2024 and it is expected to be completed by 2027. The tower will have a total height of 27.7m and a total gross floor area of 791.4 square meters.
